Each of these are experts in their own space and often leave the job of fine tuning applications as a reactive approach after the size of the data grows into hundreds of Terabytes and the same becomes stale over a period of time and users start to complain about serious performance issues.

It is different from hardware maintenance due to the fact that software does not experience any physical wear and tear, but generally it's usefulness depreciates over time. In almost all cases, software is delivered and implemented with hidden flaws. On average, the cost of application software maintenance is greater than half of the overall systems' life cycle cost.
